On February 14, 2018, Stockton Unified filed, albeit after the filing deadline, the ballot statement language, as seen below, with the Registrar. With the omission of "Measure _:", this should be the exact language that appears on the sample ballots in the voter information guides.

On Monday, June 04, 2018 at about 2:00 p.m., an alert voter noticed that the language, both the English and Spanish versions, on the ballot that voters mark is different. We don't have the details yet because actual ballots are secure voting documents.

NO ONE may change any language after the filing deadlines without a court order. We know of no court order. An unauthorized change of this nature would violate the penal (criminal) provisions of the Elections Code.
